Here's a little info for you on the ICS / idlesurge:
Mine went bad in my car. I had Idle surge bad and the Mitsu Dealer Diagnosed it as a bad ICS but wanted $330.00 for the new one.
I got a used one and that was bad too. I used the links at the bottom of Crebotechs web site. www.crebotech.com.
After running thorugh the electrical check of the parts I found these results:
The ohms on the old ISC were bad. The used replacement checked out electrically but just didn't seem to work right.
There are two main components to the ICS and I will keep them simple. An electrical component and a mechanical component that consits of a plunger.
I pluged in the ICS but didn't install it. I once again followed along with the info from Crebotech. Cycled the ignition on and off and see that the plunger on the OLD ICS vibrated. The replacement kinna moved but it seemed like it was not aligned right.
The old ICS was bad electrically and there was something not right about the plunger on the replacement.
So I took three screws out and seperated the two components.
Played Dr. Frankistein and mated the good known pieces and bingo I have a working ICS. No more check engine light or idle surge. Very simple and it cost me $100.00 for a Used 1G Turbo Throttle body with an ICS.
*Results may vary*
Thought I would share this.
