Is this a boost leak?

Ever since I bought my car the turbo never spooled up the way it should. From about 2.5k I see 2-3 psi, and from there it goes up to 10 psi around 4k. I don't hear the turbo spool much. So this is my question: is this a boost leak? How can I find out? The car has 86k on it, and I don't believe the stock turbo has been replaced or rebuilt. I'm planning on replacing it with a 16G, but for now I'd like to learn what I can about diagnosing these little problems that come up.

Pressure test, pressure test, pressure test. That's the only way to find boost leaks, and one of the best things you can do for your car.
