are you talking lag or boost threshhold? a ball and spring boost controller will help with either by completely blocking the boost signal from reaching the wg until the desired boost level then WHAM the boost shoots through and opens the wg. now, the boost is building on the wg and probably opening it slightly before you get to the 11 psi, inducing more lag.

to lower the boost threshhold takes pretty much a larger engine (ala stroke it) or use a smaller turbo; neither are very good options.
