help with boost problems

need help bad i was at teh ttrack this last weekend and was trying to run 21lbs of boost on my fpbig28 with all the supporting mods on my list and in 3rd gear it would hold 21lbs for about 2 or 3 thousand rpms then slowly drop to 15lbs same thing would happen when i hit 4th. could it be my turbo or the profec b. and does anyone know if maybe i changed to forced performance new 17lb actuater for the wastegate may solve or help the problem. the one i have now is only a 12lbs actuator. any help would be greatly apperciated. ty

I think you answered your own question.

I was going to recommend the FP actuator as a solution. Your problem sounds like you need one. You are definitely not alone. This happens to alot of T25/28 owners. Check this article out.
