Ok, I had a cracked block after rebuilding the engine, getting coolant in cyl #1. Got a new block using the same head except L-19's instead of standard ARP's, had it bored, honed, decked and surfaced for an mls headgasket. (used Mitsu MLS 4-layer) Now Cylinder #2 only has 90psi. So, I changed the headgasket and used a power enterprise mls, cyl #2 still has 90psi!!! If you add oil, doesnt change at all, leak down test shows nothing! Pressurized the cylinder, blocked off everything and the air didn't come out anywhere! no coolant in the oil or vice versa. It just doesnt make sense when cyl 2 was fine in the old block and now it has low compression! Both head and block are straight, and surface for an mls, brand new bc springs and retainers, SS valves, 3-angle valve job, ect. Anyone have any suggestions?
 
Yes, I made sure that all of the rings were positioned correctly, and in the correct ring land and that everything was good to go.
 
you have to be over looking some where.... with the comp low I would suspect the valves seating properly.. HLA's over extended, tip height of valve not set to spec, valve seat cut out of round.

I see you did a leak down test, and you showed to loss, did you pull the cams or just rotate them over on the compression stroke?
