Cold start high idle after fiav block off

I blocked off my fiav in attempts to rid myself off the 2k rpm cold idle but I still get it. I have no boost leaks and have tested my isc/tps. What else could cause this?

Any work done to the car or is it stock? May want to run a logger to see any abnormalities that the cel wouldnt pickup. Does the hogh idle eventually lower when it gets to temp? My vw did the same thing, sometimes if i would tap the accelerator it would lower right away. The fiav should control this and the lack of one points to other issues going on.
