boost controller help

I bought a forge manual boost controller. When i open it up to up the boost it starts hissing.. But when I close it the sound is gone.. My old gst never did this.. It's hooked up right and I can't figure it out.. When i open it , it sounds like a boost leak..
 
It is a bleed valve but its not hissing from the boost controller.. And its annoying.. If i close it it goes to 10 psi. if i open it all the way I can get 15lbs out of it..

its a 97 tsi
intake, down pipe, 190 fuel pump, 1st gen bov and the boost controller.
 
did you leak test the intake system? that would be my first step. that and move away from a bleeder type controller. the dejon is nice, and is sbr's and the joeP. and they're all about 50 bucks.

not too bad for nice mbc.
