blown turbo or more?

Recently i was driving to the beach and my turbo blew. But my car should still be able to start if the turbo is blown right? It'll try to crank over but won't ignite. It also appears that my belts are spinning really slow when i try to crank it. Also almost half of the belt somehow tore away so now i have this skinny ass belt and i was wondering if that could be the cause of the belt drive running slow. So i was wondering what likely could of also gone wrong after my turbo blew to cause my engine not to be able to start. Any help would be appreciated.

Which belt are you talking about? If you are talking about the belt on top of your engine next to your valve cover then that is your timing belt and you may have bent valves. Im not saying you did because it is not completly snapped, but you need to bring that to a shop and have it done. Do not drive your car any longer either because if the belt snaps you most likely will need a new head.
Also how do you know that your turbo is blown?

because my car would lag bad as shit after 3000 rpm and my turbo was smoking and shit when i pulled over and a bubbling noise was coming from the turbo..and im not talking bout the timing chain i know that would #### up my car...i meant the top belt on the belt drive...the one connected to the air conditioner, power steering, etc.
