Ok how much time and how hard is it to do this?

and does it incress the risk of something like the engine vibrateing bad enough to damnage (break crank shaft etc.) the engine if over reved?

It's very time involved. Most people only do it if they're pulling the engine for another reason or completely rebuilding the engine. Nothing will be damaged due to them not being there.
