1G Auto trans issues

I'm almost positive its an incorrectly installed valve body, but just want to know if anyone thinks differently. Just finished rebuilding my Laser engine get it and now trans issues, and prev owner claims he installed an IPT valve body, and end clutches. It has the old school IPT trans shift control in it so it leads me to believe the parts are there.

Shifting 1 to 2 is 3500 RP, Hard when cold Normalish when warm
Down shift is normal
Shifting 2 to 3 is non existent.
Overdrive, not there.
Only actuates OD at 60+ mph, but slips like crazy.
