Whats the procedure to tightening the emergency brake aside from the adjustment on the hand lever?

Step 1: Open cup holder and ash tray covers
Step 2: Grasp firmly and pull cup holer assembly straght up to remove.
Step 3: Tighten the 10mm nut on the parking brake assembly until the car will not roll on a slight hill from a stop when the parking brake is engaged 3 clicks. (This is my preference)
Step 4: Reinstall cup holder assembly
This works sometimes.
However if you remove the rear wheels there are drums within the rotors for the parking brake and you may need to adjust the star wheels within them.
It's simple to do, you simply turn the "Star wheel self-adjuster" in the bottom of the drum in the photo below until the pads are just below dragging the drum inside the rotor (trial and error). Or you can do it through the plug in the rotor that comes out and you can poke them with a screwdriver (just need to rotate it till it lines up). After it's all said and done check for dragging again.
