Verify that the line to your wastegate isn't somehow plugged. You can disconnect it from the wastegate and blow through it or start the car and see if it draws a vacuum. If it is clear that suggests something is wrong with your wastegate or wastegate actuator (if the bc was the problem you would have seen low boost when you did the first test).

To see if your wg is working you can just leak test your intake system. If you don't have a leak tester you should make one (everyone needs one). There are instructions on how to make one. As you apply pressure the wg will open. You might need to take the wastegate off to see if it is opening. Make sure you have a gauge in the setup so you can see how much pressure there is. Don't apply too much pressure (20 psi should be plenty).

If you apply pressure and the wg does not open, there is something wrong with the wastegate or it is hooked up incorrectly. I do not know who would be able to repair it. I have little knowledge of the internal workings of your gate but maybe something is frozen up or a seal is bad.
