1G 1991 Talon 2.0 turbo no spark on number 2 and 3

I received a 1991 talon 2.0 turbo from my aunt and uncle with a blown head gasket. I have repaired all that and when I was ready to fire it up it was missing on number 2 and 3 cylinders. I have purchased a new coil pack and it still is missing. I am not getting any spark at the coil pack. I checked to see if I was getting power to it and I am not getting any power to the coil for the number 2 and 3. When checking at the plug to the coil I am showing power on all 3 terminals which seems weird to me. I am thinking one terminal should be a ground but I am not very good with the wiring part. please any more info for me to check would be great.

On a 2G it is but on a 1G it's mounted below the coil and fuel pressure regulator on the side of drivers side of the intake manifold.
