Is there anyway i can reposition the outlet of the turbo?

Yes you can undo the bolts on the back of the compressor housing and then rotate it to the position you want.

There is only one bolt that is holding a clamp looking thing, also i notice a snap ring beside that to. also i'm not getting any boost, well according to the boost gauge it is only reading 1 psi i dont think there is a vac leak cuz the car idles fine and when it is idle the gauge reads 20. I can hear the turbo spooling up but i feel nothing here is a pic of my install.

To me it doesn't look like you need to rotate your housing... just check for leaks. Nice install by the way, what kind of car is that? Where does your wastegate vent to? Someone correct me if I'm wrong, but shouldn't something be connected to the nipple on top of teh wastegate?
