Check / change your strainer and filter. Disconnect the fuel lines and make sure they are clear. If the pump pumps, it sounds like something's clogged up.
I'm not familiar with the differences between the fwd and awd tanks so cant say if that has anything to do with it.

Looked at one of my old logs and with the car off mine also reads 19.1 hz. I am at 35-42 hz at idle. Not sure why it's like that but I've never had an issue.

This is some really good advice that I've been using for years. Just have a spare flat key made and keep it in there. This strategy saved me 2-3 times just this month!! Once I even left the car running.

The white wire on the translator should have been hooked up to the CAS. If you happen to wire the CAS wire to the O2 that might be the issue.

When your above a certain rpm and you let completely off the throttle its supposed to cut fuel until you give it gas again or you get close to idle rpms. Unless I read something wrong I pretty sure its acting as it should.
Keep an eye in the classified and if the seats just need some fixin up I know someone who does repairs. Look up Creative Colors Intl. I think they just work with dealerships tho. Might be worth looking into? :idontknow:
