The front bumper tells me this car is a 95 or 96 how ever the CAS is on the left side of the valve cover, the 95 and 96 CAS is under the cam gear, this car has either been motor swapped or CAS swapped. You will need to do your homework on this on before you buy it. This car is not a stock car.

That all depends, is this strictly a race car or a DD? If it's the daily keep the interior. If it's a race car and your trying to make fast passes then strip it out.
I wouldn't even run a T3/T4 these days. There are better turbo options out now that have better spooling characteristic. What is your house power goals for the car and what are you planning to use it for?
On your check list for boost leaks you put no noticable leaks, have you done a proper boost leak test? If not then that's where you should start. The tester is cheap enough to buy or make. No since in even try tuning the car until you are 100% sure there are no boost leaks.

Try searching dsm PCV system, there is a very nice detailed write up about how the PCV on these cars work and how you should modify them if needed. Right now it sounds like yours most likely is wrong, but once you read up on it you will know for sure. Good luck!
Your on the right track. Ditch the unknown Chinese turbo and get the 16g. I'm not familiar with the evo 8 ecu as I run dsmlink. Maybe someone that knows that ecu can chip in on its tuning capabilities. Get a working boost and afr gauge. Do all of the maintenance like timing belt water pump etc...
When I see another DSM in my area I get so excited because they are so rare. But at the same time it makes me sad because they are usually non turbo and beat up and makes me realize how much our platform has died out. But at least I can say I have one of the nicer talons in my area.

I had a similar issue with a previous 95 gst and found the cams jumped a tooth throwing the cam position sensor off. Would rev fine up to around 5k just fine but after that it would start to miss fire and not rev any higher.
my understanding fuel cut has nothing to do with AFR, it is based on how much air the maf is reading. If airflow passes the factory programmed safe level it cuts fuel. When at WOT the ecu does not monitor AFR and relays on the maf to tell it how much air is coming in and uses a X amount of fuel...
I updated my ecmlink v3 firmware. Having the fuel pump kick on with the key is amazing. So much easier to start the car after it's been off for awhile.

From my experience black plugs usually means your car is running really rich. I don't see a wideband on your profile, get one as soon as you can if you don't have one. A compression and leak down test is always a good idea.
I like the fact that it doesn't leak, and the fuel lines are easy to get on and off with the an fittings. Zero performance increase since I wasn't over running the factory rail. But it looks pretty.

Had the car been swapped from auto to manual or the other way around. If so they have different starter alignment plates that must be swapped also, if not check the starter bolt holes for ware.
