I had some ground issues which caused something similar. Make sure all body to engine grounds are secure, and double check the negative battery cable which mounts to block. It's worth it to remove it from the block, sand + solvent it, and reinstall. Also - autozone/oreilly's will do load testing...

If it really is the 4g63 block casting, I don't see why not. The only thing you're going to run into is setting up the ECU, wiring & sensors for the twin-cam. Even then, you could slap a 4g63 block on the single cam head and call it a day and have her running.
