If it only comes in at a certain speed it is a tire or balance related issue if it was suspension based the speed wouldn't matter get your wheels balanced somewhere that has a roadforce balance. Easiest way to tell without spending money would be to rotate the tires and see if it goes away.

Do you have an aftermarket chip in the ecu or some sort of tunning device you could have an issue with the speed sensor. It could be ready that the car is sitting still and just going on to the 2 step I had an issue with that on my 95 6 bolt swap.

Putting a 235/225 tire on a 9.5in rim is pointless and will not work out very well for you on any level. I would go with the 7.5in wide rim because it will fit your tire size much better and you will still maintain some tip of lip for you.

Do you have anything done to the ecu like a chip or anything? My speed sensor was going bad and when I was driving my ecu would think that the car was still sitting still and would only rev to my launch RPM point. Also a boost leak test wouldn't be a bad thing to do either.
