Rotate the oil pump to 12 o'clock position, if rotates counter-clock wise towards the timing mark, it's right. If it rotates clockwise away, rotate it again a full turn. The low vacuum does indicate improperly timed camshafts, especially if they're stock.
ECU's can do all sorts of funny things when they go. I have one that will run on two cylinders, and another that runs fine, but keeps the MPI relay active with the key off. I'm willing to be that after sitting for a while and then finally seeing power one of or many of the capacitors popped.1...

The ECU can't get the mixture right for a proper start without knowing what the temperature is. Adding ether/starting is nothing like adding actual fuel.I told him how to do a proper fuel pump prime/test in earlier replies, maybe you can convince him to actually do it and report back.

O2 housing bolts can be a pain, PB blast them well. Make sure you can't move the wastegate by hand. Wastegate and the wastegate actuator are not the same thing.

It's a simple resistor type, polarity doesn't matter, and should be fine.To test the fuel pump prime, run a jumper wire to the black single wire connector located near the battery to the positive terminal post. Looks like this and is the black one...
It WILL still give you a temperature reading...In the case of my 95 with a 6-bolt swap, the CTS was not hooked up and became hard to start/stumble the colder it got outside. We did a log and the ECU reported -77* for the engine temperature, wired and hook it up and it would start flawlessly.
I plan on doing 20% on side windows, 5% in the rears, and 50% on the windshield with a brow. You won't believe how nice things look at night time, no glare.
I have the FP race manifold now, and the tone is just incredible. The "bigger" 7cm TD05H housing, FP manifold, and recirculated O2 housing really gave it that low growl I love so much. It's never, ever raspy and boosting is pretty loud. I love it.
