Sounds more like a wheel bearing to me. Does it seem to disapate at all if you turn one way or another? That could help diagnose which side it is. The way you turn and it gets quieter is the side its on(turn left and quieter-left side bearing/turn right and quieter-right side bearing)

Moving the wheel is not a bent axle(although there still may be an issue), it is a suspension issue. Possibly a bent strut, control arm or tie rod/tie rod end(or a combination of). I would go to an allignment shop if nothing is obviously visually bent if it was me.
