a moving isc does not mean the valve is functioning. which is why i re described what you already mentioned. and a good/bad isc will always have carbon deposits on it.ps. biss asjutment will not drop engine speed on a surging motor lol
your rings have a knife edge before they are broken in. you need to dig them into the cylinderwall (cross hatch) as much as possible to create the best seal. boost the hell out of the motor and run it hard. a common mistake people do is baby a new motor thinking that the word "break in" means...

surge is caused by the ecu not getting a steady airflow metering. if the car is at operating temp disconnect the isc and see if fixes the problem. make sure you have no boost leaks ( boost leak test)p.s' an easy way to test your isc without a voltmeter is to remove it from the throttle body...
do a boost leak test to make sure your system is air tight ( vacuum leaks) if everything checks out ( which it sounds like it wont; symptoms sounds like a massive leak; particularly around your intake manifold gasket) look over your cam and crank shaft sensors and make sure the magnets are not...
