For aftermarket gaskets/seal kits, Fel-pro is my personal preference. The perma-torque/perma-dry line is good quality at a reasonable price.For exhaust gaskets/seals specifically; Fel-pro, Mahle, and Victor Reinz are good.For oil seals, National and Timken are good choices.

There should be a sticker on the hood with the emissions routing for your particular car. Being the EGR valve is gone, you may have more components missing as well. Below, you'll find a basic outline of vacuum routing:
It may have been bottomed out or cross-threaded. The thread is very fine on this particular screw. Pulling the throttle body would be a good idea at this point. You might have luck using a manual impact screwdriver. For reference:
You could try a small amount of penetrating oil such as PB-Blaster or Kroil. This is the drawback of the metal BISS screw over the plastic one. At minimum, you'll want to replace the o-ring. Some anti-seize would be helpful for next time if you're able to remove the screw undamaged.
If you haven't purchased the car yet, I recommend having it towed somewhere to get it thoroughly checked out. There may be more going on than you are aware of.

You could try trimming a washer to act as a spacer where the weld joint is on the flange. Then, as suggested, clearance the pipe enough to fit the nut. Don't forget to clearance enough for the socket.
Aside from the fitment suggestions already given, there is also a difference in the Evo III o2 housing. They look very similar to the 1g/2g style, but the downpipe flange on the Evo III o2 housing is at a different angle.

Looks like you have a v2 there. See if you can contact the previous owner for the cable. You won't be able to upgrade to v3 (current version) without the cable. No exceptions unfortunately.

Overtightening the drive belt can reduce the waterpump lifespan. Very odd to receive multiple failing water pumps. Never had an issue with Gates, GMB, or Aisin water pumps.
You will want at least a wideband o2 sensor w/gauge to monitor AFR. Being that you have a Walbro 255, I would looking into an AFPR as you will likely overrun the stock FPR. Here is a helpful guide for the SAFC to get you started...
