It looks to me like that is an air tight can, except for the brass nipple on top. I cannot clearly see the top but if there is no vent, the can would become pressurized and then would be useless. If there is some kind of vent on top, the can would hold coolant overflow until it became full.
I would use a pressure tester and test it for very small leaks. Some leaks are so small that the coolant will evaporate as fast as it leaks and you don't actually see a leak. But you will lose enough pressure to cause an elevated temperature.
