Welding has changed the metal on a molecular level and is now more susceptible rusting. A polyester body filler will retain moisture and only compound this issue. You should grind that filler out and skim short strand fiberglass filler.(as stated) You'll also want to feather the paint out 3-4"...
I've have good luck with using barbed fittings on the back of the gauge and using rubber line. Either configuration gets the job done. I like having everything uniform under the hood though.

Do you already have the 90* weld in bungs? or are you welding a straight fitting in and putting a 90* hose end on it?

Clutch master, or slave cylinder may be blown. Is there noticiable amount of fluid leaking from anywhere? It feels like its locked when you turn it over? Its in gear and the clutch wont disengage?(obviously)
