Is your fuel pump not rewired directly to the battery? If your volts are that low, they are possibly lower at the pump. Low voltage at the pump will affect fuel pressure, which if you don't have enough fuel, could cause laggyness, stumbling, knocking. I'd start with a rewire of the pump and...

If I remember right, when I was removing my automatic seatbelts... They both tied into either box respectively.... I would assume they are the controllers for the seatbelts....
