That power you made is good for that boost level. I would think you are correct in saying that anymore then 25psi and you will need some different fuel or even some meth injection.
As for not being able to go over 30psi with stock ignition is UNTRUE!! Many of us are doing it so don't worry...

Very common when certain seals in the tranny are bad. I've had luck with tranny conditioner that softens the seals and eliminates the "cold" tranny issues.
I know you said the tranny doesn't have much milage on it but sounds to me like it has some issues. Has it been sitting for any period of time?

You don't NEED to run one but it will make things ALOT easier, as to why it's always recomended. Your base pressure will be greatly increased forcing you to re-tune just from installing a fuel pump.

Sounds like mabe a wastegate issue or a large boost leak. Even with some shaft play the turbo will STILL make boost.
I would check for a coupler that might have blown off first then mabe check your wastegate.
