MY guess is he used the belt lash adjuster as his tensioner he didn't set tension right , belt jump on first crank..why would he pull the head off if it "just jumped time"? why not re-set belt and do a leak down .. This is shady doings IMO

Make sure coolant and overflow are filled ... drive car hard pull over look at coolant bottle is it boiling overflowing , you have a blown headgasket ,, never heard of re-torquing working.. good luck

I use leakdown more then compression as vital info , You can always turn the boost up if compression is low but a bad leak down will make for a not fun car :)

Did you buy a compression tester or a leak down tester 2 different animals? Compression is compression leak down is apply air pressure of a know amount and see how much stays in cylinder at TDC 0 psi compression is obviously bad but a leak down will tell you where it is going, good luck

If they torqued stock head bolts that much I would lean towards a BLOWN Head gasket .. Stock bolts are torque to yield you over toque the give up .. Re- Torquing a head really won't last ,, may get you home ? and why would they replace ARP's with stock stuff that makes NO sense !!!! leak at...
The Lifters will make noise for awhile .. You said brand new head. If it is new Lifters also (Hopefully) the car needs to run for a while to pump them up. usually a spin around the block will help.. if u reused old lifters and didnt bleed them down that may be another issue ..DJ

the crank pulley is 2 pieces seperated by rubber , the rubber seperates from pulley with engine running look down at pulley and see if it wobbiling. another way is to pull on pulley with belts off you will know

A 2g will rub the water pump if you turn it like a 1g.Where the dots are don't matter. The main thing is it doesn't rub and after you turn motor over 7 revolutions you can still put the pin back in tensioner. That is the litmus test
instead of taking it all apart just do a leak down after fixing the Timing belt . no need to remove cams ect ect ..Also remove schrader valve from your compression hose :)
