It is actually over boosting. As i just took for test drive and could bring it all the way to redline line with no issue. But i looked at guage and was around 18 psi. Could i lovwer the boost with a MBC?

It does have a blow off valve, and the vacuum line is routed back to the intake. from waste gate is routed back to the intake
