take your time and sand the letters down. there are a ton of ways to do it. you can sand with like a 40 grit then 80 (forever) or grind it down with a dremel or whatever. then fill the imperfections and deep scartches with a good epoxy primer and follow with a good primer surfacer. block sand it...

yeah..ive seen a few cars like that...every time it was the metal rebar inside...you might have hit something that bent it up..the bumpers fine (thats why it looks ok) but the metal is bent upwards..just pull it out and straighten it out...hope that helps
