Compression test can help. Definitely won't tell you for sure if the rings are good, but it can definitely tell you if the rings are bad. Sounds like the ebay turbo though

Holsets are proven over and over again! You can get yourself into a nice hx40 for 200 bucks and buy a rebuilt center section for as cheap as 100 bucks. I personally am going to run an he351. Non vgt. I have one on my 8v dodge omni and its nasty. Any diesel turbos will lag less than you think...

Someone may have wired it to run when the key is on. Look for any haggled wiring

Check a local Mistu dealer, they sometimes can sell single pistons. The pistons are pressed pin stock which makes them really hard to get off the rod without cracking the piston skirts so used may be difficult unless you get the 6 bolt piston-rod assembly.
