It seems the design is for the sleeve to rotate in the bushing, so I just slide the sleeve out, put the grease into the channels in the bushing and slide the sleeve back in. Way easier than the original install.

Have you boost leak tested it? Does the throttle hit the throttle stop on the back of the throttle body? Make sure all of the barbs and fittings on the intake manifold and throttle body are connected to something or capped. A boost leak test would also tell you, but you can spray some brake...

Send the bearings off to be coated. I got mine done at Calico Coatings in NC. They'll put special shells over the bearing surface that'll get it to where you need it. It worked for my car and my brother's car.
For anyone else looking, I just ordered EMPI 86-2222-D boots for about $2.50 each. Less than $13 to my door. You have to put in 97 model year or earlier. For some reason, 98 and 99 aren't included in the fitment database.

You should keep it man. It'll be worth the trouble once you get it fixed. But whatever you do, don't cut corners. That'll just give you more headaches later on. Do things once and do them right. I know your pain, my car hasn't run in 3 months. Keep at it!
It sounds like an injector issue to me as well. If you have ecmlink, you can go in and turn on and off injectors. See if that does anything if you have it.
Yep it definitely fits! You might have to get 4 little hardware store nuts and bolts to hold it on there better. That's what I'm doing. No fitment issues though.

I had to do my first timing belt job 3 times. It's a learning experience! Snag one of those Continental belts off Amazon for $20. You can get it in two days with Prime. Good luck man! @Galipso
+1 on the oil pan bolts. Same thing happened to my dad's car. It put a groove right on the top of the belt. There are two bolts that are shorter than the rest and you have to put them in the spot below the timing belt.Check out 8:40 on this video by Jafro.
