Before you go out buying a new pump and possibly not needing it. listen to hear if it primes or not. Your cam position sensor is going to be on the left side of the head. When you gave it gas did it sputter like you was out of gas? Check if your cylinders are getting fuel.
Where did you check your throttle cable? check the position that's bolted on your fuel rail (idk 420a motors where they are bolted at) make sure the position is correct.

I would just get dsmlink if you already have an eprom ecu. 95-96 eprom 97-99 black box/flashable ecu.some 1 can correct me if im wrong but I think some 97 are gold box none eprom.
The inner tie rod you need a tool which you can rent at your local auto parts store. How bad is the motor mount? The manual should have your engine type.

I don't know the right word for it but the difference is 3 bolt only has 3 bolt holes connected to the differential/axle and 4 bolts is 4 bolts connected to do differential/axle. its basically like 240sx talk when they sell axles and diffs.

My opinion for the cylinder head: Kiggly hla, 272 cams or up, 1mm valves, (your choice in brand) springs & retainers. You could leave the head stock also depending on what response you want from the car and budget.

For the kit I wouldn't get find a real 16g turbo, you can stick with the stock manifold if you want. You would also need to look into getting upgrades to your fuel management, piggy tune, if you want to hit 300hp with stock motor.
