Look under the car and see if you see a Fuel Management Unit(looks like a cirlce with 2 hoses coming off it)under the car, near the gas tank, near the passenger rear wheel. You could run a simple 7/8psi boosted setup on the stock ecu with an FMU and a 255lph pump.
The manifold is most likely a t3 flange, it will not work with mitsu flange types. Better off buying a new turbo, A china charger off ebay will do or if you can find a good name brand even better. Just make sure to use a restrictor (1/16 inch) on the feed line.
The front 02 sensor is most likely your current issue. Don't just play the guessing game and throw new parts and sensors at it. Get the car scanned if you don't have an obd2 scanner.
Remove the Fan that's in the way and get that o2 in there. No front o2 sensor can cause a no start, Driving without one I wouldn't even attempt and explains your no power symptoms . It Doesn't know what to do without the front o2 so it just dumps as much fuel as possible.
If you dont have inspection then just replace the cat with pipe. It'll throw a code, but wont cause any problems. You can get a 3" GST catback on ebay for like $140 with test pipe included.

They're not necessarily worse, they perform like you painted a oem pack red lol. Quality has went done over the years. They output the same as OEM, so you'd be buying a red coilpack that will probably fail.
Dont do an SRT4 swap or 4g swap.400hp on a 420a is very possible, but it depends if you are able to run megasquirt. Do you have inspection where you live?
If you go under the "Resources" tab, they have a upgrade path guide for 1g's or 2g's if you havent already. You're plan is pretty similar to the "stage 1" upgrades. Find the cleanest shell you can, Rust plagues these cars.
Hallman all the way. "High grade" and "cheap" don't go together. A simple knob isn't going to ruin the sleeper look, you can put it where ever you want anyway.
Rockautos are around $45, Save your bread. The Smaller udp's are nice(I have the unorthodox racing pulley), but the small gain isnt really worth the cost at all.

Boosting a 420a will not increase your insurance lol. It's an NA car in their book. You can buy Cobo's turbo kit for $1500, comes with everything you need to safely run 8psi and you wont destroy your motor guessing about what you need to boost. Comes with .50trim Turbo, FMIC, BOV, Piping...

It baffles me that you say your making over 500whp yet dont know what parts to get to build the head? No reason to lie on the forums, that doesnt get you help. It takes much more than a hahn kit to get even 300whp from a 420a, let alone over 500 lol. Are you running megasquirt or stock ECU?
No way to make a 420a AWD, 420a and 4g63 are not interchangeable AT ALL. There was once an attempt at a 420a AWD with mini van rear. But that project was scrapped after awhile, LOSS OF INTEREST/TOO MUCH $$$ to make it worth it at all. and over 500whp??? LOL

Yup, its not a problem for low boost(around 12psi and under). Stock ecu bases timing on intake temps, Higher boost= much hotter air. Wiring in Megasquirt is the best way to control the 420a for high boost setups.
For a simple 8psi build all you need is a 255lph walbro fuel pump and a 12:1 fmu to run safely. (besides obvious turbo bits), which will put you around 220whp.
