fiav. lower section of the tb. is open which allows air to pass around the throttle plate when it's closed. Happened to my 92 n/a 94mm tb. Take your tb off and try blowing through it with your mouth, just make sure the ics is blocked with your finger and throttle plate is closed.
I threw out the entire windshield wiper assembly and motor thinking that you wouldn't need them for inspection but you do so now I'm wondering if all the 2g's have the same assembly because I can just go to a salvage yard and find a nonturbo 2g all day and pull one off.
Yeah florida has no emission inspections so you can run a test pipe and put any type of off road only (non DOT) aftermarket parts in. California is basically the opposite.

I would get at least 550cc or 650cc injectors. And any front mount is better than the stock ic. Then tune you MAFT to compensate for more fuel and air.

You could try dsm grave yard. But craigslist is your best bet if your willing to drive a distance. Search in the bigger cities near your location on craigslist. Or just go to a local auto salvage and they can call all of the other salvage yards to locate any engine.
