Yes the block and head were both machined, block was decked to accommodate MLS head gasket and head was resurfaced. Ill pressure test the coolant system as soon as I can. I didn't see any air bubbles when I did the leak down test but I will for sure try your trick
The leak down test I performed was to hook up the air compressor to the cylinders via a cylinder compression tester, each cylinder held pressure but only tested for about a min or so with the rad cap off looking for bubbles. Fans are stock. Exhaust is not white at start up or any other time...

Just a thought but I am thinking bad o2 sensor. I had a similar issue with no CEL and eventually I pulled the rear o2. A bad o2 sensor will rattle when you shake it, not all the time but most of the time in my experience.

I apologize, this is for the 95 ecu in a 97-99, theoretically all you have to do is the opposite of this; however, I am not sure it can be done. The plug swap will most likely work, I have no clue on the injectors with a 95 CAS and a 97 ecu.

Should be a direct swap if your old ecu "97" was running with the 95 CAS. If this is true, the spark plug wires should already be swapped and possibly the injector pins on the ecu harness.
Pauleyman, with the 95 CAS, isn't the injector pulses off a bit? I know this won't cause a lot of issues. Just a thought. The only difference I know of is the ecu and CAS.

I had the same problem a few days ago, in my case, it turned out to be a blown ground lead on the ecu causing issues with the MAF causing the car to run extremely rich. Its the copper lead on the bottom left in the picture. Not sure if this is your issue but sounds very similar to mine.

Just saw yours is a 6 bolt, any motor can walk but 6 bolts are usually bullet proof when It comes to crank walk. I'm new to the site but I haven't seen anyone with a 6 bolt that has walked.
Sounds like it could be the clutch slipping? Crank Walk involves the clutch pressure plate pushing against the thrust bearing causing abnormal wear. In my opinion your car inching back on a hill would be a worn clutch. Does it slip at all?
