Yes it was the relay. And yes the driver for the isc was burnt . And there is where I found the issue two fold.One a 90 harness in a 91 can you need to switch the white and black wire on the ISC. If not just guess what you do? Burn out that driver cause it tries to adjust it the wrong way...

Check vent hose. If it sat awhile cob webs can be in there. If a car doesn't take gas start with the evap system. Alot of times its something stupid like cob webs or a clogged canister.

The tps is there I think but it shows no value. I did use the calculator and have been playing with it. Where I have it seems the best idle. Intake gasket leak.... weak timing belt tensioner? Isn't the power brake vacuum line there too check that. But I would start with checking the timing belt tensioner and making sure that it's set up correctly... if the t belt is that new you should be able (if set correctly) almost if not be able...
I meant to say I called ecmtuning and they told me they didn't convert non eprom any more. And I know it's a lot more then that but doesn't look that difficult.

Yea the clutch is pretty new act2600 came with car and I swapped out my trans with a 93 cause my old one grinded second. And well I had it out and said I should shim this wait the other trans was fine....... f***ed myself with a low pedal and clutch drag so I want to do it right this time lol...
