    It sounds like he's having AC issues and only in "stop and go traffic".I think the dump is a horrible idea, but if he's overheating in traffic then the dump isn't his issue (though I would still get it out of the engine bay).

    FMIC? Factory radiator? How much HP are you making? What do you use the car for (DD, drag, track)? All these affect whether any given fan can handle your engine setup or not.

    You mentioned understeer. Keep in mind that nothing you mentioned is going to help your understeer; in fact, nearly everything you mentioned is taking weight out of the back half of the car and will therefore increase it.13.5 is pretty conservative - I wouldn't gut the car at this number...
