I guess it depends on what you want. I myself would never build a fwd car. But if all you are looking to do is zoom around and race people from a roll on a stock turbo, fwd might be for you. Otherwise, definately hold out for an awd.
I'd say it all depends on your plans for the future. I put a nice front mount on my 14b knowing I would be upgrading and didn't notice any lag whatsoever extra. I'd advise against upgrading all your side mount pipes if you are just gonna go with a front mount eventually...
I had a similar problem, very random startup issues. It turned out to be my firewall ground, connection was terrible. Might check all the grounds associated with the starter.
My car wasn't even running when I bought it. Took me a little over 6 months to figure out what was wrong, get the parts/tools, and figure out how to work on a car I'd never worked on. Worth every second/dollar as it turns out, driving these cars is a great time.
If you are swapping in a 94 motor you should do a timing job on it anyway. Best to play on the safe side and rework it all instead of just rigging up a quick fix. Is this your dd?

You can also start by checking obvious grounds, like at the firewall, starter, etc. This won't fix your short if that's what you have but it'll make taking readings easier and more accurate.

Another thing to consider if it's been sitting is rodents and what not screwing around in there. It sounds far fetched but my car was a barn car when I bought it as well and mice had built a crazy nest in the airbox almost totally blocking off the thing.

Sounds kinda like my car when I bought it. Got some plugs and wires and fixed the 4 boost leaks it had and got rid of the malfunctioning cruise control and it ran fine. I'd do a boost leak test first and foremost.
