Have you taken a test light to see if the plugs are getting power (probably not but a good place to start)? I would start there and trace the wire back to see if there is a short somewhere.
If they don't answer I wouldn't get anything from them. Get a spare block, and build it yourself! Cheaper (depending where you source parts and what not), and you will know that you got the parts you paid for.

First question I have, aren't the KYB GR-2's basically a factory replacement? If that is the case, you may want to look into getting the corrects struts for lowering springs. I have KYB AGX's all the way around on 18 rims (1.5-2" drop) and didn't have to get my fenders rolled.

Look in the 420a for sale section, there is a guy trying to sell rods, pistons, and some needed head studs that are just posted. Do it once, and do it right. As for tuning, stick to either portfueler or megasquirt.Plan your build according to power goals, not the boost level you want to run...
I would be more concerned if your engine is healthy enough for a turbo. Would save your money to get some forged internals, a way to tune, and than put on a turbo.

Does your car have cruise control?? Those vacuum lines look like the ones that would go to the vacuum reservoir box (don't remember exact name) for cruise control.
Start searching the j-yards for a 2000+ eclipse, 2001+ stratus and sebring. Like I said, the write up I posted shows everything needed to do this swap, including everything you need to transfer from the 2.5 to the 3.0.

Toughest part will be getting the cam gears off. If it was me, since the timing belt will be off, I'd also replace all timing components (timing belt, tensioner, and pulleys, and etc.) and possibly the water pump. Somewhat of a two-fer so to say.

Sadly, it doesn't sound like lifter tick to me (seemed to get louder as you opened the throttle a bit). Should pull the pan and see if there are any shavings in the pan. Be hard to diagnose from just sound unless someone has heard something quite similar.
