Most 2gs have an ABS controll unit under a passenger side false floor panel. My 99 GSX did not have this computer or floor panel, though it did have ABS. I'm not sure where they hid the ABS computer in the 99s, but that might explain the carpet part number.
I don't think that the fuel pressure solenoid is causing your issue. The fuel pressure solenoid is there to help with hot starts. You can try bypassing it by running the vacuum line right to the fuel pressure regulator to see if this helps at all.Have you done a boost leak test yet? If I were...
