Where did you get the replacement ECU? Did you get a used one, a re-capped one, or new? My Laser had the same symptoms a long time ago and once I replaced the caps I've never had a problem with the ECU. I'd check into it after all the things you've done to it.
Shot in the dark here, but when you have your car running, and the palm connected, is the Pause button checked?Also the parameters like RPM, INJD, KNCK etc are they selected? You have to select each one before it'll run in Monitor or Log modes.
Check your Coolant temp sensor. @32F 5.1-6.5ohms @66F 2.1-2.7ohm @104 0.9-1.3ohm @176 0.26-0.36ohm. If that's bad then the ecu would default the temp and cause it to run like turd, and give ya bad gas milage. The fans still work when you turn them on manually so the relay is most likely...

If I remember right isn't the 2g automatic a 41TE tranny? If so they made a varient of that for the V-6 minivans with AWD. That might work.Lot of money and trouble that you could just go out and get a AWD turbo and use extra money saved to go faster.Would be cool if you had the time...
