Honestly you can do it yourself. I believe Advance auto parts sells the inner oem boot but they have to order it for you as they don't carry it in store. Call and find out. I did a year ago and it was possible.

I did it with my 96 but the only difference was the headlights 95-96 are 2ga headlights that match 2ga bumpers and and 97-99 are 2gb headlights that match 2gb bumpers. Well th second link are the better ones because they are more solid but aloow flex when needed. The first ones you will get vbrations for sre. Id definitely go with th second set. I know someone that used the second link ones he had to press them in.
