No, the gears dont need to be off. Just take off the cam caps and take out the cams. Also pay attention to where they were because one is for the intake and one is for the exhaust, dont get them mixed up, they arent interchangeable.

I only thing i could really think of is the oil pump gasket is bad or a bolt isnt tightened all the way. But i would really look to see if its runing down from some place above like the valve cover or cam seals.
I was just asking because the pressure from the head is usually significantly lower than the oil pump or filter housing. I dont think you have anything to worry about, i havent heard of anyone having too high oil pressure problems from the head.
Well you could just buy a machanical oil pressure gauge kit then all you would need is a place to tap into the head. Why do you want to know the oil pressure at the head?
