Yes its definetly the wastegate thats making it only boost 12 Pounds.Small 16g have horrible creep Big 16g dont creep near as much,

miller time is right. I have learned when your there replace them so later down the road you will not have to question that part you replaced.

I personally had this problem bought a new turbo. Found another side mount then ran sea foam through my motor. It worked for me but every problem is diffrent.
