Ok the issue i believe is my turbine wheel might be gone. The previous owner had a longer compressor seal coller installed which did not seal the oil shield from air. I just put in the correct shorter collar that seals off the oil shield from air and now when i tighten down the wheel it tightens...
Got it, the lube did the trick. I had it on the pin but it wouldnt actually SEAT for shit. I even took a mallet and tried to hammer it down and it wouldnt seat. Of course some lube and pressing it down did the trick. Thanks for replying quickly fellas.

The pcv is fine, I tested it at the Throttle body and it was holding 20+ psi. Even when I removed the pcv and blocked off the hose all the air is coming out the VC.
