That usually means the master cylinder is going bad. The piston is allowing fluid to go by. New master cylinders are almost as cheap as a rebuild kit, so I usually buy a new one.
If the TPS doesn't think the throttle is at zero percent open (completely closed) it will not let the injectors put out any fuel when trying to start the car.

If the injectors aren't firing, could be the throttle position sensor not seeing the throttle closed. If you don't want to check the injectors for voltage, just pull the sparkplugs and dump a 1/2 ounce of gas in each cylinder, put the plugs back in and see if it starts.
