Idle surge is an extremely common issue and has be discussed many of thousands of times! BUT I would first check for boost/vacuum leaks, make sure you BISS is set properly, then check your ISC valve, then your FIAV!!

Im not a fan of the particular FMIC setup. I would scrap it and get a new one. And yes bent fins will effect cooling capabilities because the bend fins would not allow air to flow through them and transfer the heat properly. Whether under boost or not, bend fins will slow the heat transfer...
