If your gonna get a base model use it for just that DD dont even bother messing with it, you wont ever be happy with it, but if you get a gst/gsx they can get very expensive most are not very reliable unless you replace everything.
if you watch the tutorials on the ecm link website you can get yourself a basic tune done yourself, im a beginer at it too otherwise i would help you out.

Gloss definatly looks alot better and easier to keep clean then the flat. Flat only looks good on some cars and it also depends on how well the shop lays out the clear on the flat black ive seen some that were coarse when you run your hand over it
Its a fun car to drive! expect problems even after you fix up the motor.I know alot of people have Electrical problems including myself. There is usually always something that needs to be replaced.
Looks like a solid ride as long as it runs and looks in good shape. 4000 seems like a pretty good deal. And as long as you know how to work on cars you should be fine useing it as a daily driver.

If your geting HKS and you have the 97 and up cam angle sensor you have to get your cam drilled and tapped for it befor you install them. atleast my cam wasnt tapped for the sensor.
