Where can I get a true HID conversion kit for a 99 eclipse turbo. I want some really ####ing bright lights.
For right now, you'll either have to get something from a junkers that you can modify, or find a used kit. Aftermarket sales have been suspended:

If you already have projectors which use H3 bulbs, they're available at up to 130 [true] watts. Not the blue/xenon/hid/XXXXK/ice/plasma baloney, but real 130W h3 bulbs.

HB4 and HB3 bulbs are also available in higher wattages, but not in anything that's packaged like a Power Ranger's casket.

Again, the HID street has been sealed off. Your best bet is either any European headlight replacement, or motorcycle headlights. Again, higher-wattage bulbs are available, but it's very unlikely you'll find them on any shelves. Check rallye suppliers.

did they suspend it on ebay too?

i mean, if you find the same item you can find on ebay because sometimes smaller based sales and private, or is ebay blocking those sales, how did you find out?

They've been off the market for a while now. Catz and Hella both announced their not selling them due to DOT concern / complaints. Quickly sifting through ebay searching for HID, all I really saw was simulated "HID" bulbs.. Not to say you can't find HID ballasts / lights in a junkyard somewhere, and retrofit them to your vehicle.

You can still buy unsold HID kits from companies that have them in stock.

They're just not allowed to get more until the NHTSA figures out what to do about them.

Hmmm, Midnight Moose is still carrying HID conversion kits right now; reading over the letter that Daniel Stern Lighting submitted to the NHTSA, it sounds like nothing has been decided at this point.

A little more research (yeah, I'm curious about this stuff) turned up an NHTSA priorities report where they state that a final ruling on this won't be made until 2005, and the stuff I'm finding on the NHTSA website seems to indicate they could go either way (but were, back in 2001 when they originally asked for public comment, leaning toward permitting HID use, but banning HID "look-alikes").

(Edit: looks like Midnight Moose is selling existing stock only because KMAX isn't supplying kits until a DOT ruling comes down, and that the disappearance of HID kits on the market appears to be a voluntary withdrawl of product, not an actual ruling. I find it irritating that I can't find anything about the NHTSA or DOT asking manufacturers to suspend sales on their website anywhere...anyone have a link?)

Even more interesting (or amusing) was turning up this little gem about how APC was fined $650k for selling unsafe lighting equipment. ;)

But, there's something from the original poster that I wanted to point out:

That attitude is the reason why the future of HID use on US roads is up in the air. You might be able to see better, but the people you're blinding with your "really ####ing bright lights" (which HIDs aren't, unless you incorrectly install them) are more likely to crash right into you than to appreciate your hella dope lighting, yo.
