2G No CEL, ECU unreadable help?

Ok so I'll go long story short. My 2g GSX caught on fire. Pulled everything, replaced harness and burnt/compromised components but now when car does it system/light check the CEL never lights up, EVER.

Hooked up scanner but it cannot connect to ECU. OBD2 has power, I swapped ECUs, so it does not appear to be the ECU. Check grounds, I believe everything is plugged in as I double and triple check everything. (Not saying it's impossible that I missed something so I'm open to suggestions obviously)

I also get no cranking from starter or fuel from the fuel pump unless I jump the relays, and no spark. Any ideas?

No paper clip needed. Just unplug it from up top. Not on the pedal but the connector that is above that connector. I believe it is two green wires

Ops car is a 2g, simply unplugging the connector at the top of the pedal will deactivate it. It’s not the one used to shut the cruise off. Either unplug the connector with the green and black wire or just cut it. I prefer the unplug method but it is a tight space. Not the red and black wires

I only can say that my 2ga when I just disconnected the plug didn't do anything, I needed to put the paperclip, what OP ca start by unplugging, if it won't work, then he can try put the paperclip in it
 
Things have come up and I haven't tested it yet I'll just simply unplugging first then I'll jump it
 
btw if you're still not able to read codes, take your multimeter, unhook your negative cable from battery and place leads on pin 6 and 14 and measure resistance (ohms) should be around 60ohms, and then measure pins 3/11 for same results, let me know what you get
 
Clutch switch was unplugged. Plugged it in but I still need to jump the ignition relay. Maybe there is something wrong with the relay
